While global hyperscalers will remain central to Europe’s digital economy, sensitive data, regulated workloads, and proprietary AI models may require local hosting, local legal jurisdiction, and greater operational control.
This creates a clear role for sovereign colocation, regional cloud providers, and private AI infrastructure, particularly as Europe already benefits from its established privacy frameworks, regulatory knowledge, and access to lower-carbon energy in markets like the Nordics.
Telcos are especially well placed to fill this gap. Their distributed footprint of regional sites, power connections, and local licences makes them a natural home for sovereign, low-latency edge data centres,and they should step up and invest rather than cede this ground to hyperscalers.
Investment decisions also need to reflect practical constraints as high-density AI facilities depend on power availability, cooling economics, network capacity, and genuine customer demand.
Supporting regional providers, technical skills, and infrastructure capacity is important to give the region more options while reducing concentration risk.
